how to add fixed toolbar

Hi

i want to add toolbar fixed on the page on bottom.
when i scroll other widgets/contents on the page. The fixed toolbar always should display ( top or bottom) on the page
how to achieve this

i can use Navbar widget but it has limitation of having minimum of 2 tabs.
i want have toolbar ( some thing similar to Navbar without any tabs and it should always display on top of the page like navbar.
On the toolbar, i want to display audio widget. it should display always on top of the page.
