My app is not compatible with Google Nexus 7, why?

I configured my app setting as below

But when I go Google Play store to install me app, then my Google Nexus 7 with Android version 4.4.2 is not compatible to install.

Hello! Try Min SDK version 4.2

So if I set Min SDK version 4.2 then does it mean any Android device has lower version of Android will not able to use my app?

Yes. Could you clarify did you test this app on Google Nexus 7 before uploading to Google Play? Does it work if you just install generated .apk file (not from Google Play)?

If I install .apk directly from my Google Nexus 7 then it is working good. The problem is I can not install from Google Play

Most likely you've set some permissions while uploading to Google Play. Please try to upload again without this permission.
