Unfortunately it was not fixed.
We have sent this bug to development team again, waiting for their reply.
As a workaround please use Load or Device ready events.
Thanks Evgene -- but I can't seem to get device ready to trigger with my pure-web app on the iPhone (does it require a hybrid?), and the load event is triggered too near in time when the first page is shown - so it really doesn't reduce the time the blank page is showing to be of much benefit. I'll wait till the before load event is fixed.
