I made sure to log out completely, clear my browser cache, and log back in.
However, -- still the circular logic with no ability to actually add or create a database. Thank You.

Max -- it's moot now. When you mentioned that there is a new plan structure, I and clearly you had tried to update my account for me -- and yet I was never able to get out of the No Back End Services loop and no ability to create a database -- so to be fair and not continue to waster your time ( or mine ) I am creating a new account under this email address ( the one I'm using here ).
