Mapped geolocations from a database

I need to build an app that shows the increasing incidence of events at different geolocations. Users must be able to input location coordinates and some event data. The map should show all incidents. Is there a tutorial that will take me through the process?

I have arrived at Step 6 in the Google Maps API tutorial at the point Edit Mapping. Response Tab open. On the righthand side under Local Storage variables I do not have markerLat and markerLong as options. I have currentUserName etc. I suspect that some database needs to be created but missed that step. I will retrace my steps but may need some input. Thank you.

I have a few problems to solve because only Show Traffic is working. I cannot get access to debug via Weinre because it keeps saying I don't have permission. Can this be solved?

After Step 7 a Test should be run to generate the $
It is either implied or not specified. Once I did this the missing $ appeared.

Question 2
Is it possible to display data at or with the marker retrieved from the database.
If so is there a tutorial I can read/try. Ideally I would like to click on the market to open a small textbox.
