It appears that your Push documentation is out of date. As a novice, I am having trouble following your steps. Can you please update the documentation or reply with the updated steps.
For example: There is no "Register App" button in Google's developer console.
Am I missing something?
Google released a new dashboard, but the old one should still be available. We'll update the docs.

When you open the console, you should see this message, giving you an option to use the old console:

The app initializes and registers correctly, but does not receive messages sent from the server. I am obviously missing something, can you please help. I can share my app if needed.

When you send Push are recipients set? What does push statistic show? Could you post screenshot of section from where you send push notifications?

Yes the recipients are set. I get Initialize DONE and Register DONE on my iPhone, per your example.
