un scrollable content

hi
is it possible to have unscrollable content area on the page.
lets say i have with html5 audio widget at top of the page . if the page lot of information the user will have to scroll to bottom to read the contents.
but the "div not scrollable" should not be scrolled.is it possible?
i know i can achevie this using fixed header or fixed footer. But without using fixed header or fixed footer is there any way i can achieve this

You probably can.. with custom CSS. You can really do anything that the browser will support and you can do with HTML/CSS.
