How to make a button to download a file

Those instructions make no sense.....

This line:

1. Switch to DATA view, add FileDB__files_upload_service, and rename the service to uploadService:

   What is "DATA view" and how do I "switch" to it?

   Really, a video of this would be helpful... how to add files for download.
