Image Zoom

Is it possible to fix a frame size for an image but then resize the image inside the frame to make it appear zoomed in?

I've tried to do this but the whole size of the image is increased.

Im trying to fix an image to fit the screen, and then try to zoom on the image but keep the size of the image on the screen the same.

Does anyone have an approach that works for this?
