Delay in loading background Image

I have added a background Image to the page via CSS. When I navigate to this page from Home Screen other images on the screen are loaded first and then the background image.
But I want all the images to be loaded before the page is displayed.
Can you please let me know how I can fix this issue?

Do you use local image or on the remote server? Also you can cache them: https://getsatisfaction.com/apperyio/...

I used local image located in Web resources folder
