But, I need an url for use the REST service, but I just want to get local setting... I tried with local ip(127.0.01) but it don't work.

The service has to be available on the Internet if you want to test it from Tiggzi builder. Your phone also doesn't know what is 127.0.0.1... unless you VPN maybe.
