is it or will it be possible to send push notifications from email and or data base?
If its not available now when is it likely to be?

From data base I mean to be able to send pre saved push notifications to a collection of numbers,

But by email sounds great

, What I need to do is to be able to send a notification to one or any particular mobile number, which has app installed from an email message.

Also do you have a time scale?
